Kiosk mode of Notes is not by itself any sort of guarantee that the user can't access the operating system in other ways -- even if not for what you point out, Notes cannot be expected to disable the ability to insert a CDROM with an autorun on it, or prevent Ctrl+Alt+Del, etcetera. You must install protection software (such as SecurePC) to disable other accesses to the OS if it is your intention to do so.
